Are PPAs a viable financing option for local government solar projects?
While PPAs are not the only financing option for local government solar projects, and in some cases are simply not an option, they have become an attractive way for local governments to pursue solar. However, this trend has not been without bumps in the road.
When did SolarCity start implementing PPAs?
In May 2011 SolarCity was selected as the leading provider, and in September 2011 the city approved a resolution approving the execution of PPAs (one for each site) at 28 sites totaling roughly 4 MW, involving a combination of rooftop and carport systems (two sites were eventually dropped after further review).
What rights does a grantee have under the solar PPA?
Grantee has the right to collaterally assign its rights and interests under this Agreement to any Lender (as defined in the Solar PPA) under the Solar PPA.
Is the PPA model a good option for local solar projects?
That said, the PPA model is certainly not the only model that has been employed in local solar procurements, and despite its place as the most attractive option for many projects, there is no reason that other financing options cannot or should not be considered.
